Yesterday I sat in a room with Maryland Comptroller Brooke Lierman. The presentation was polished. She is composed, credible, and confident. And according to her office — zero major concerns.
But I’ve been following this story since August.
The $236 million Medicaid worksheet error that ran uncorrected across three fiscal years. The cannabis tax report where 38 cents of every dollar vanished into administrative overhead before a single school saw a dime. The education funding promise 67% of Maryland voters approved — quietly buried in the General Fund. The archaic systems inherited from sixteen years of the Franchot administration. And the visible tension between the Comptroller and the Governor that leaves the business community without the clarity it needs to plan.
She is believable. She is not transparent. Those are two very different things.
